I hope your interpretation is correct, but a plain reading of the sentence seems to clearly suggest that he is going to be physically relocating from the state, and there is nothing in there which suggests that he is planning to remain with the congregation. The congregation itself is said to have contingency plans to meet at a different location.

Yes, it's hard to say. If he physically moves, it would appear that it would be so that he can remain in ECUSA, while his parish leaves.

There's always the issue of the pension fund...
