Yeah, I don't know why those who had questions about it just weren't referred to Canon 964, sections 1 & 3:

Can. 964 §1 The proper place for hearing sacramental confessions is a church or oratory.

§3 Except for a just reason, confessions are not to be heard elsewhere than in a confessional.

I guess some argument can be made that in certain places it's almost impossible to confess in a church without possibly suffering consequences (e.g. Red China).
