I have read this passage in many translations that were overseen by some of the best Ancient Language scholars and they consistently present it as a rebuke to His Mother for forcing Him to expose himself in a dangerous way before the Father's appointed time.
It is a study worthy of expounding on free-will. Many times Jesus told those whom He healed to not tell anyone except what was according to the law. They seemed to never listen to Him, blasting the miracle to all they could tell. God is soveriegn, but He has chosen to work within the context of His free-will creation. Mary included!
This literally may have limited the number of people He was able to reach, leading to confrontations with the Scribes and Pharasies that may have come only later in His ministry.
