Yes and speaking as one in England who is in impaired communion with the Diocesan Bishop (though I am not a Priest), I am one of thousands (including hundreds of Priests) who have been in this state since 1994.

As to your other question. Yes the Provincial Episcopal Visitors are the 'Flying Bishops' and they are appointed by the C.ofE. precisely for those parishes who are not in full communion with their Bishops. The Diocesan Bishops do not visit these parishes, and the clergy (along with many of the knowledgible laity) would not receive Communion from their hands.

What I mean is, it's not an absolute break because the "Flying Bishops" are appointed by the church proper -

What's happening in the U.S. is somewhat farther along - the parishes and priests are coming under the wing of bishops from outside the territorial jurisdiction (Africa and Southern Cone) - the local bishops in response have inhibited and defrocked a number of the priests involved.
