[Brad Drell raised a warning about this, on his blog, during the Primates' meeting, right down to the "chess pieces" quote. Drell is somewhat moderate-to-liberal, when he mentions "conservatives" he doesn't seem to be including himself, but I am happy to see his warning picked up by David Virtue. Secondly under the new provision even a lay person cannot seek to have the canons and constitutions interpreted by the secular courts without risking excommunication from the church. I am not an attorney, but this looks like an end-run on the property issue also, at least on the issue that if ECUSA winds up outside the Anglican Communion, it is no longer the church defined by its consritution.
