Man has the choice in whether to obey God or not. That is an absolute truth. Man can be outside of the will of God. That is an absolute truth. God's will for mankind is laid out plainly in His word. It is no secret.

God's revealed will in found in the Bible. We are to be conformed to that revealed will.

"For whoever does the will of God is My brother and My sister and mother."

Man can be outside the revealed will of God. That's call sin; "any want of conformity to, or transgression of the law of God." God's revealed will is that women are not to be ordained leaders in the church. Any woman who assumes such a position is in disobedience to God's revealed will.

No one can be outside of God's secret will, otherwise He would not be God. We are not privy to God's secret will, nor do we always understand His purposes.

"The secret things belong to the Lord our God, but those things which are revealed belong to us and to our children forever, that we may do all the words of this law."

According to His secret will, God uses even our sin to bring glory to Himself.

"But as for you, you meant evil against me; but God meant it for good, in order to bring it about as it is this day, to save many people alive."

"Him, being delivered by the determined purpose and foreknowledge of God, you have taken by lawless hands, have crucified, and put to death; whom God raised up, having loosed the pains of death, because it was not possible that He should be held by it."
