Then why are they asking the POPE for more authority?

They have authority over choosing their clergy. They screw it up by ordaining and protecting homo pedos.
They have authority to require obedience from their clergy and they allow and encourage liturgical abuse and sacrilige.
They have authority to require theologians in their universities to obtain a mandate. They refuse to assume it.
I could go on and on.

It is obvious that most of these guys can't handle the authority they now have. To give them more would only compound the disaster we now have.
The cardinal's words indicate that he is part of the problem not the solution.
