Whoever is a believer, is indwelt by the Holy Spirit, and if the believer sins, then repents from that sin by confession per 1st John 1:9, that believer is again in fellowship with God. The believer may then be filled with the Holy SPirit in many different fashions, just as the types of gifts of the spirit may vary from believer to believer.
Being filled with the Spirit, doesn't necessarily imply sensationalism, emotion, nor experience.

Though I think indwelt is different from seeking to be full to the brim and overflowing.
Far too high a percentage of believers seem to be quite content to have a dabbling of an indwelling vs being absolutely submitted to, full of and overflowing with Holy Spirit.
Then there's the issue of sacrificing the time, focus, dedication, attentiveness, prayer etc. required to stay really full to overflowing day by day. The affairs and cares of daily life seem to push aside even Most Holy Spirit far too often in far too many of OUR lives. Sadly.
I would agree that it doesn't mean sensationalism at all.
But when a pentecostal/charismatic/modern-day prophet ala Kim Clement or Paul Crouch uses the term, they generally mean a tongue-speaker or one who manifests one of the other apostolic gifts of the Spirit.
Clement "prophesied" that a "Spirit-filled" person would be in the White House. To the best of my knowledge no charsimatic/pentecostal type occupies the WH. Clement seems to have missed the mark once again.
