Twenty years old was representative of all of old Israelites who died off, and were told they could not go into promised land. The sum of their children, meant to count them.
I have always taken that passage to mean that anyone who departed Egypt twenty years or older would die in the wilderness (save Caleb & Joshua who were over twenty, but faithful to God's command when spying out the land).
