Forgive me. I got sidetracked on a tangent and didn't properly answer your question.

What exactly is the qualifier in verse 12 that would cause the actions in verse 15?
"12 Else if ye do in any wise go back, and cleave unto the remnant of these nations, even these that remain among you, and shall make marriages with them, and go in unto them, and they to you:".

To "cleave unto' is to pick up their customs and respect their gods. This makes our Heavenly Father and His Son, our LORD very jealous and very angry. He didn't want our minds polluted with 'other gods' and for us to go a whoring after customs that only lead to death and death of the second kind.
