I would disagree. God gave Noah specific dimensions and instructions on building the ark. Presumably enough to hold all the animals, Noah's family and probably some food. If it was up to men to choose how would God know how big to build the ark? God gave a way for Noah and his family to be saved only.
What is interesting , that most of us do not think about is that the ark took hundreds of years to build. It was most likely started before Noah even had family . So the other people saw Noah labor day and night for hundreds of years and not one other person chose to believe that ark was necessary , no one but the one chosen by God had the faith to believe in something they had never seen (rain) .
There was no rush to the ark to be saved by faith .
