I don't know what parishes you are talking about but Arinze was clear that no documents of Vat II prohibited Latin (which seems to be the prevailing thought) - in fact, Latin was supposed to be kept in quite a number of places. My perception of Arinze's idea of a Novus Ordo Mass would be what you see on EWTN.

Arinze is all for a wide and generous application of the Trindentine Mass and openly encourages the AmBishops to pay attention to the laity - but he says that people have to request it and there are some who use the Mass for political reasons (I am paraphrasing) thereby hurting the cause. --- I guess you could say that on both "sides", come to think of it.

St Agnes is a nationally known parish in St. Paul MN, a parish that is completely unrennovated, they do not even have a altar table, you can see more information at www.stagnes.net .

The parish as much as some may hate this is really a sign of the future, since half of the St Paul Archdiocese' seminarians come from this parish.

He said they want it because of a pretended invalidty of all Novus Ordo Masses. People like that do tradition an incredible disservice.
