You're saying a cruise ship (possibly 2000) would NOT have a bigger death toll than other ships (crew of 50-100) - how do you figure that ..??

I meant, they could load up container ships with more bad stuff than they could a cruise ship. I was thinking in terms of cargo, what each of those containers could hold, and what could be unleashed on a city.
