I meant, they could load up container ships with more bad stuff than they could a cruise ship. I was thinking in terms of cargo, what each of those containers could hold, and what could be unleashed on a city.

Oh okay .. I see your point .. they might be able to inflict more death by crashing into a port versus taking a ship loaded with people. Is that correct ..??
