I guess, conceivably, somebody might just want to use it for fun.
I know that sounds weird, but no weirder than the fact that there are grown men (like Lubbock County sheriff's officials) who want to watch other grown men pee-pee in cups.

If people are using it to defeat employer drug tests, this is probably legal for the manufacturer. After all, you can't hold a paper manufacturer responsible if somebody writes a fraudulent letter on their product. Since the employee is only subject to termination, it is hard to see how the manufacturer of the device could be subject to more than that.
However, if somebody uses this to defeat a law-enforcement drug test, it may get more murky for the manufacturer.

I don't understand how this is legal as he claims. Wouldn't this fall under aiding and abetting a criminal or crime? I don't think it is illegal to spoof a drug test requested by your employer. It probably is illegal if the testing is part of your probation/sentence.
