No no no! 1998 levels are the same as they are now: 2%. We want the rates rolled back to 2/3%, as they have been from 1/1/1999 to 9/30/2003, until McClintock's VLF repeal initiative can go into effect (assuming it collects enough signatures and then is passed next November).
