Don't take this wrong but why are people voting YES on Prop 53?

Prop 53 mandates that 3% of the budget is spent on infrastructure projects.

Why should it be mandated? It should be budgeted for by the legislature, not mandated. A mandate is just another item in the budget that can't be cut when cuts need to be made.

Am I mistaken?

I got to my polling place about 6:58, and was 20th in line. The guy in front of me was there with his Dad, and was getting a provisional ballot. He'd moved away and reregistered by mail, and never got a samle ballot. He'd also applied for absentee, and didn't get that ballot either. So he would have been voting provisional at his old site, but L.A. had condensed five sites, including mine, into this one church across the street from the doughnut shop. Much confusion for him.

I saw one other provisional ballot while I was there.

One of the pollworkers said at 7:01, as we were lining up to be verified in the registry, that there were more voters then in the room than there had been for the last election all day.

By the time I got into the booth, there were probably 50 people lined up.

I voted:

Yes on Recall and removal of Gray Davis from office
Tom McClintock for Governor
Yes on 53
Yes on 54
Yes on Cambodian doughnuts.

A lack of Yes votes would mean no recall ... I know that. I am wondering how a single ballot is tallied, where neither "Yes" nor "No" is selected. Does that ballot represent a voter, or is it thrown away as "not having voted" with respect to the recall?

all I can say is that I did not notice it on sample but it was very noticeable on the real ballot.

Title: Doughnuts
Categories:
Yield: 1 Servings

3 Eggs
1 1/2 c Sugar
1 c Sweet milk
1/2 ts Salt
3 tb Butter; melted
2 ts Cream of tartar
1 ts Baking soda
ds Nutmeg
Grated lemon peel
Flour

Beat eggs well and add sugar, mixing well. Add milk, salt, butter, cream of tartar and baking soda. Beat well. Flavor with nutmeg and lemon. Add enough flour to make a soft dough. Roll out about 1/2" thick and cut with a double cutter or two different size biscuit cutters. Let doughnuts dry for about 10 minutes before frying in hot fat.

Makes about 3 dozen.

These are even better when sprinkled with a little powdered sugar.

Maybe somebody else here knows. The CA SecState website (old material, talks about getting signatures to trigger a recall election) talks about "Yes" representing a majority of voters. If each ballot represents a voter, then the default is "No," i.e., "NO" is counted even if the person does not punch the "NO" chad, and a YES vote requires an affirmative act on the part of the voter.

VOTE NO ON PROP 53!

I am not saying I would support that proposition (I am not in California). But I am not sure that it is as bad an idea as first impression would give. Infrastructure gets neglected too often, as politicians make cuts elsewhere to curry favor with various special interest groups. And that money being earmarked for infrastructure takes it off the table for Democrat redistribution schemes.
