It depends on the nature of the restricted lanes. If they are right next to the regular lanes, and cars can easily move back and forth between the restricted lanes and the regular lanes, then no. They couldn't ticket every offender, or even most of them.
On the other hand, if the restricted lanes are separated from the regular lanes by some kind of barrier, then the police could simply block the ramps leading back to the regular lanes, and write as many tickets as they like. I've seen that happen on I-95 in N. VA.
