Why do we need immigration reform to enforce existing laws? To me, immigration reform sounds more like finding a way to legitimize lawlessness.

Your first question raises an excellent point. When existing laws are flouted by the authorities responsible for their enforcement, it takes a reform movement 1. simply to force the authorities to do their jobs, and 2. to repair the damage their negligence has done.

As for your second question, I have no idea what you're referring to, with "lawlessness."
