Salem state Sen. Jackie Winters formally entered the race to unseat Democratic Congresswoman Darlene Hooley on Wednesday.
Winters had been contemplating the race for several months but wanted to wait until her mind cleared after the 2003 legislative session ended. Her decision was clinched, she said, when she won the support from one wavering family member.

Zupancic and Winters are both good people and either one deserves a shot at taking down Darlene Hooley.
Regarding the Rothenberg claim of only 3 black Republicans running for Congress, I think we're up to at least five now just for the House: Dylan Glenn (GA-8), William Coit (GA-13), Vernon Robinson (NC-5), Clinton LeSeuer (MS-2) and Jackie Winters (OR-5). LeSeuer may not have declared yet, though I believe he has publicly stated his intent to run. Winsome Sears may challenge Bobby Scott in Virginia.

That's a BIG negative.
I believe he's a solid conservative. Winters is generally conservative as well; not sure what that tax vote was about.
