I'm sure you know that those issues exist in the other states where compacts have realized Indian Casino dollar contributions to help pay for the items I have listed. Thanks for the comments.

That's the part I don't understand - other states negotiated for and got those fees and such - why didn't California? Was it incompetence? Politics?
That is the question that needs answering... :0)
