Military Ready to Shoot Down Airliners - U.S. General

WASHINGTON (Reuters) - U.S. Air Force pilots practice weekly and are psychologically ready to shoot down civilian airliners in any new attack on America like Sept. 11, the general in charge of domestic defense said on Thursday.

The chief of the U.S. military's Northern Command also said better cooperation with the Federal Aviation Administration and other agencies had minimized the risk of downing an innocent civilian passenger jet.

"We practice it several times a week. Sometimes we practice three or four times a week -- the connectivity and having pilots airborne and go through mock exercises," Air Force Gen. Ralph Eberhart told reporters in an interview.

He said pilots and ground controllers were screened to make sure they would not refuse an order to shoot down a suspicious airliner packed with civilians such as the hijacked jets that crashed into the World Trade Center in New York, the Pentagon outside Washington and a field in Pennsylvania on Sept. 11, 2001.

"Unequivocally, to the American people, we believe that we have the right responsibilities and authorities established. We have the right rules of engagement," Eberhart said.

He refused to reveal detailed rules but said a very careful chain of command of both identification and final authority had been established to order a shoot-down despite natural hesitancy.

"Somebody just can't get up on the radio channel and say 'Hey, I'm the president of the United States, shoot that down."' Eberhart said.

"They (pilots and ground controllers) have to be certified in how you use all this authentication material."

MENTALLY PREPARED
But he said hundreds of pilots in the military's North American Aerospace Defense Command (NORAD), responsible for joint protection of the United States and Canada, were regularly screened to make sure that they were neither "trigger happy" nor "trigger hesitant" in an emergency.

"Frankly, we have long discussions with people to see if they're mentally prepared to do this -- pilots and operators on the ground, too, for the air defense system," he said.

"As we talk our way through this with our people, the important thing is they know we have done everything possible," Eberhart told reporters. "This is our last resort. And if we don't do this, innocent people on the ground are going to die, too."

He said that pilots as well as crews operating anti-aircraft missiles around Washington area have been carefully instructed about who can order a shoot-down and drilled in codes that must be provided by those giving the orders.

"They are quizzed on the rules of engagement to make sure they understand what they can and cannot do, what authority they must hear from, how they must hear that," Eberhart said.

Eberhart said the Northern Command, which became fully operational last month, is exchanging intelligence and aircraft radar information with both federal and state government agencies on terrorism threats to the United States.

"We don't want to be just good at cleaning up" after an attack, he added, stressing that the aim was to prevent strikes ranging from chemical and biological weapons to explosives and possible hijackings.

God forbid we should just arm the airline pilots

The people who brought down the plane into the field in Pennsylvania (or was it Virginia? Sorry.) on 9/11 were the passengers.

If the government didn't fear of have contempt for the people, there would be no stupid rules like there are today for airline travel. (and many other things) If giving passengers guns won't do, why not a baseball bat with a big metal spike? With instructions "In case of hijacking, beat down hijacker." The vast majority of airline passengers are NOT the enemy. a good portion would readily beat down a terrorist. It is stupidity or contempt for the people that causes the government to treat able-bodied citizens like retarded children.

It would be too simple to prevent, people from countries that have hijaked aircraft, from flying. Saudi Arabia for instance,,.....

Congress took the decision out of their hands, they have made it as difficult and inconvenient and expensive as possible for the pilots

It's so bad that even a liberal democrat Senator from Oregon has complained about the Bush regime blocking the Congressional law.

It would be a whole lot simpler and cheaper to simply recognize the Right of Americans to fly armed.

Senator Boxer (virulent anti-gunner) strongly supported the original bill. I think that it is because whe flies a lot and at least was being realistic about number of air marshalls available and the number of planes in the air at any given time.

That says a lot when Barbara Boxer is to the right of a "Republican" president on guns.

I agree with your evaluation. I'm afraid this country needs a wake-up call equivalent to enormous catastrophe. Either the left doesn't get it, or they're hoping it happens.

How do we put pressure on GWB & Co. about arming pilots? I complained to Schumer et al. about the situation with fighter interception as the last option. Lo and behold, Schumer, Boxer and so many other rats, even Hillary? vote for it. Who wants to give them any credit?

We can't have the peons armed for crying out loud, they might have wild-eyed rabble-rousing meetings comparing offenses and abuses, I mean benevolent acts of caring and aid by communist agenda, umm, uhhh.... Democrat political figures! You require compliance and sensitivity reconditioning, . . therapy, that's it, therapy.

Good God, recognize an actual Right?? Surly you have lost your mind. You are referring to the ordinary americans. You imply that such ordinary americans actually think AND use common sense. At the same time! Next you will suggest they be granted the privilege of saying anything they want. Probably in public no less. Chaos would result, utter chaos I tell you!

We can not have this, the mere commoner might figure out they DON'T need a bunch of babysitters and eliminate the bloated mass of useless government voters,... err, employees.

How much practice does an airforce fighter pilot need for something like that?

Good question … the training must be mostly psychological. Having been trained to shoot down maneuverable Soviet fighters, a commercial jetliner would be the proverbial sitting duck for these pilots.

Absolutely correct. Armed pilots are the only possibility of averting disaster in the event of a hijacking.

Methinks it is probably more "psychological training" to weed out those who would balk at "pulling the trigger" than it is skills training the article is talking about.

My guess would be its scrambling a fighter with a disabled firing system and vectoring it toward a civillian airliner with specfic instructions to "lock on" and fire the missle.

Agree/disagree?
