GOVERNOR DAVIS SIGNS WOMEN'S HEALTH, REPRODUCTIVE RIGHTS LEGISLATION 10/02/2003
SACRAMENTO
Governor Gray Davis signed a package of women's health care bills that continues California's role as a champion of women's rights. "I have signed legislation that increases a woman's protection against hate crimes, allows them the right of free choice and provides them with more rights in domestic violence cases," Gov. Davis said. "I am proud that the legislation I am announcing today keeps California on the forefront of women's rights issue." SB 490 by Senator Dede Alpert (D-San Diego) authorizes a licensed pharmacist to furnish emergency contraception to women in accordance with standardized procedures and protocols developed by the Board of Pharmacy and the Medical Board of California, in consultation with specified entities. Under current law, physicians are citing liability concerns when declining to establish a protocol with individual pharmacists. SB 490 provides a second process which allows pharmacists to furnish emergency contraception under a statewide protocol developed by the two relevant state boards. "Emergency contraception should be available to any woman who needs it, whenever she needs it," said Sen. Alpert. "That's why I authored SB 490-to ensure that emergency contraception would be available to women across California, including those who live in rural areas, and that any pharmacist on duty could dispense it." SB 545 by Senator Jackie Speier (D-Hillsborough) prohibits licensed pharmacists from charging patients a separate administrative fee of more than $10 for initiating emergency contraception (EC) therapy. Pharmacists are still free to negotiate reimbursements from insurers. In addition, this bill:
AB 663 by Assemblymember Sally Lieber (D-Mountain View) prohibits a physician, surgeon or a student undertaking a course of professional instruction at a clinical training program from performing a pelvic examination on an anesthetized or unconscious female patient unless the patient has consented to the examination. This bill would allow for a pelvic examination when it is within the scope of care for a surgery or a diagnostic examination to be performed or when necessary for diagnostic purposes on an unconscious patient. "This is an important measure to give women confidence and protection in our healthcare," said Assem. Lieber. AB 996 by Assemblymember Patricia Wiggins (D-Santa Rosa) extends to reproductive health services facilities an existing prohibition on insurers from canceling or refusing to renew a property insurance policy due to claims arising from specified hate crimes. The bill also prohibits an insurer from imposing an excessive or unfairly discriminatory property insurance premium because a facility has been the victim of a hate crime. SB 71 by Senator Sheila Kuehl (D-Santa Monica) provide school districts with clearer definitions, requirements and guidelines ensures that California students receive accurate and factual information about abstinence, human sexuality, contraception, pregnancy and sexually transmitted diseases. SB 71 establishes the California Comprehensive Sexual Health and HIV/AIDS Prevention Education Act. It would repeal, amend, expand, consolidate and renumber various code sections of existing law governing instruction in public schools on HIV/AIDS prevention and sexual health education. "School districts, parents, teachers and students will now have a greater opportunity to understand and follow the law regarding HIV/AIDS and sex education instruction," Sen. Kuehl said. "Parents will continue to have the right to decide to teach their children about sexuality or disease prevention, but they'll also have the right to know that their school districts are teaching scientifically accurate and comprehensive information about these topics." AB 561 by Assemblymember Sally Lieber (D-Mountain View) codifies within the Office of Family Planning in the Department of Health Services the Male Involvement Program, the Community Challenge Grant Program, the TeenSMART Program and the Information and Education Program as part of the existing teen pregnancy programs.

I don't have to prove it - I heard it on the radio or read it on-line. I don't have to prove squat. I am reporting what I heard. I don't remember the source and that's the truth - I don't give a flip what you think about me - who are you? Some arniebot on-line. Take a flying leap off short one. Your indignation is laughable. Why don't you ask him if you doubt???? Why don't you ask one of those PROSTITUTE conservatives who sell their moral values for a dubious victory!
I'm being blunt because that is all that people like you understand.
LOL
I wonder. Do the FREEPERS who have mantraized me been sitting in the proper Lotus position when they chanted that @ me?
Wow! Ya mean Arnie is against killing a babe after it has partially emerged from the womb?
Wow! What a rock of moral fortitude! Imagine that! Pre-trek down the birth canal & Arnie says: "Dey are destined for the same fate as Teddy's babe inside Mary Jo K..." But once the head emerges...and Arnie rushes in to protect the little one.
I know. Can't get more superstitious than that, now can you? These folks actually believe that some magical transformation takes place somewhere in the womb...they can't tell you when or how, but in a world of ultrasounds, fetal surgeries, and obstetricians who generally treat pre-borns as second patients, ya gotta wonder what primitive time machine they emerged from...
I didn't tell any lies. If you think pinhead is namecalling, you haven't been around here much. And you do act like a pinhead with your demand that I provide proof (I don't have to provide you with anything), and your facile defense of an admitted liberal masquerading as the conservative Captain America.
You're the type that scares voters away from conservative values... hope you are SO proud of yourself.
Moral relativists do not need a reason to switch votes - they change directions like the wind because they have no moral anchor.
Of course, "a lot of Americans" are irrational in their belief system. What's new about that concept?
What you said would be like me saying:
...A lot of Americans think polygamy & civil unions constitutes a marriage, and until we grip that concept, we don't make ANY advances on defining marriage as between one man & one woman;
...A lot of Americans believe pornography is "free speech"...and until fools grip that, women & children will continue to be victimized minus ANY advancement in protecting them...
So, what the licentious left defines every debate?
