This refers to the Iraqi nuclear weapons program prior to the FIRST Gulf War. All well known, and not in dispute.

You seem to have missd the CIAs argument as to why the British intelligence was wrong: Iraq would not have been importing yellowcake from Niger because they already had over a hundred tons of it - imported from Niger.
