I think we need to develop a device like the fictional device in X Files, a tiny implant that we can use to track bad guys. Whenever they are captured, they are put under, and the device is implanted somewhere they will never notice it, and every now and then, we let one of them escape and lead us back to their lair.
We need a related device that allows us to blow up the terrorist when we get tired of tracking him, or which releases poisen after a specified time. We could use this to do prisoner exchanges--"Sure, here's your pal Achmed." 6 months later, no Achmed.

It might be useful to spread such a rumor in the Arab world- that that's exactly what we're doing. If they believe our soldier's sunglasses allow us to see through women's clothing, they'd probably believe it.
On a side note, I'm thinking about that bug the agents put into Neo's belly in the Matrix. We're not so far away from that, really, and your idea is basically the same thing.

RE: spreading rumors....We don't want them to know about the tracking and timed poison devices when we do prisoner exchanges, but we would want to deter prison escapes. It depends which we care about more. I'd prefer to keep it secret.

LOL, I personally, relish the thought of the terrorists hacking one another open to find the tracking device ;-)
