I don't think we should attempt to justify our failures by trying to point out that they aren't as bad as some other guy's.
It is certainly a fact that Clinton turned over Bin Laden as the primary terrorist problem to the Bush administration, and Condoleeza ignored that advice, preferring to focus on the Russian Problem. I think there's plenty of blame to go around.
