Salaries are set by the collective bargaining agreement. Whether you draft a 19-year-old with one year of college or a 22-year old with four does not affect your salary cap.

The CBA sets a lot more than salaries. It also defines the NFL's fine system, the retirement program and even the number of players on a roster. And it says 19 year-old can't play in the NFL.
