Several Colombian cities have frequently (twice or thrice a year) a No Car Day, when private vehicles are not allowed to trasit from 7 am to 6 pm (usually).

Several Colombian cities have frequently a No Car Day. Not having been to Colombia in a dozen years, I don't know that a no car day would do much good. Many people ride the busetas (smaller busses), which seem to account for a fair amount of the traffic in Bogota. Unlike in the U.S., there are no fixed bus stops for the busetas and they would stop anywhere to pick up a fare. Sometimes they would even drop you off where you wanted to get off, too.

Which is why I'd rather retire somewhere south of the border. Good infrastructure for transportation, if you don't mind your driver in the far right lane turning left in front of the other 6 lanes to your left. But, the point is, the insurance companies and lawyers can't make money off the peasants, so any enterprising young driver can make a living taking folks where they WANT to go...for very little money.
