Doing this would surely take care of the "state sponsorship" problem, at the very least. The only reason it's as bad as it is is because we ignored this war against us for almost thirty years.
Oh, and Wesley Crusher was lucky he was born with a good set of lips...he'd have never attained those pretty stars without those mucous membranes' continued and skillful use.

How can anyone think this is a bad thing?
It shows forethought in the identification and resolving of issues. It is refreshing having an administration in charge that is thinking about the future rather than ignoring it.
Let people debate whether "the plan" is right or wrong; at least there's a plan.
My guess is this plan was in place prior to 9-11. That horrible day just set it into motion.
