My g-d is utility and in that name all will evolve toward "man's" sense of goodness. Now that's a scary thought. In my opinion, Mills placed his faith in man's selfishness. He reminds me of Trump saying that greed is good because it motivates. Mills lived during the apex of Britian's Industrial revolution, where poverty, child labor, prostitution and hanging for just about any offense was the order of the day.
