This is no slip of the tongue, he clearly meant to say 'soldiers' because it fits with 'war'. As opposed to acts of terrorism done by terrorists.
He'll pay for this, now and in the future, after he's heard it quoted over and over as evidence of his distorted view of the world.

Dean is very typical of his class and has its prejudices. I know a lot of doctors who came of age in the 60's and 70's. Most were Vietnam protester, hippie types in those days. Even though America has provided them a very good education and very comfortable lives, they still see everything through the prism of their America hating youth. They sympathize with any group that opposes US foreign policy, no matter how odious.
