California State Assembly passes SB328 Free tuition for illegal aliens

SACRAMENTO (AP) _ A bill that would allow undocumented immigrants to apply for financial aid at California community colleges was approved by the state Assembly Thursday.

The bill, by Sen. Martha Escutia, D-Norwalk, would direct the board of governors to establish a process so students without legal immigration status can apply to have tuition waived.

It would require that the student attended high school in California for at least three years, obtained a diploma or an equivalent degree and, if the student isn't in the state legally, has applied to become a legal resident.

Opponents said the bill followed in the footsteps of the recently approved bill to allow illegal immigrants to get drivers licenses.

``Now we want to give financial aid in community colleges to illegal aliens?'' said Assemblyman Dennis Mountjoy, R-Monrovia. ``Members, what is the matter with you?''

But supporters said the bill would help those students become educated members of the state's work force, helping the economy.

``We can continue to bury our heads in the sand and ignore it, but this helps kids who are in this state, who have graduated from high school, who we hope will go on to college, or learn a trade,'' said Assemblyman Joe Nation, D-San Rafael. ``It's the right thing to do politically, it's the right thing to do socially, and it's the right thing to do economically as well.''

The bill was approved on a 43-27 vote, returning to the Senate for approval of Assembly amendments.

I just e-mailed this dippy liberal broad a little conservative "love note". I described her as a "disgrace to her office" and beyond contempt.

I told her that she was living proof that " There is no narcotic so intoxicating as the power to spend someone else's money." I suggested that she check into a rehab.

Then how about waiving the tuition for legal citizens, so that all have a fair shot at college? There are plenty of lower income and middle class families that can't afford to send their children to college. Why discriminate against them by waiving the tuition for illegals only??

We don't discriminate, because citizens already DO enjoy this in California. This bill doesn't give them a "free" education, it just entitles them to the same financial aid as anyone else. Any low to moderate income California resident can take courses at a community college for nothing, or darn close to it, because the disqualification points for most CC financial aid programs are around $50k a year. Even above that the classes are only about $18 a unit...a steal when compared to the state and private colleges and universities.

The community colleges were specifically designed to help educate people too poor to enroll in the four year schools, and are one of the few GOOD government programs in California. Though they are funded with taxpayer dollars, I read a study recently showing that the increased income generated by community college students (after obtaining their degrees) resulted in more tax revenue for the state. The typical CC graduate pays the states investment back in around five years via this increased tax revenue, making the CC's a good "investment".

I don't dispute your history lesson.
I don't dispute that the media has a stake in keeping two GOP candidates at fairly even odds.
And, yes, I know this is not a primary.
I know it is a choice between pragmatic and not so pragmatic.
And I know that "republican" in california is not the same as "republican" in Georgia.

I do dispute your claim that McClintock is a looser since he would be the way out forerunner had Arnold not stepped in.
That, in turn, forces me to question just which candidate is the spoiler: the actual republican or the california-lite version with public appeal outside of the party?

Your position presumes as absolute fact that california will slide from one democrat to the next and that casinos, unions, and the expanding latino base will successfully underwrite that end. Unless, of course, Conan rides to the rescue.
I don't even deny that, I also think that's a huge possibility; what are the odds that enough non-GOP voters are so sickened by what's come to pass that they'd vote for the more conservative candidate?

Even more uncertain are the results of a Schwarzenegger victory.

He seems a decent guy. I unabashedly admire his success and the fact that he came here as a sort of curiosity and adopted, adapted, and literally conquered.
But I only know that he will hire 'good help' and take their advice. That and the accepted fact that he is NOT in any way a conservative are all I have to go on.

There are many who would remind me that the above two traits can be used to describe GWB, or were so used during the campaigns. Problem is that Bush had years of close association with government processes while Arnie has a wife who's family has years of close association with government.....
Not the same.

If Bustamente wins - the rest of this administration will only continue to get worse.
If Arnie wins - we don't have the foggiest idea what will happen but a lot of folks either HOPE it'll work or only want to see an "R" on the score board.
If McClintock wins - he may or may not be able to drive a turn around, start one, or be totally stonewalled by the rest of the democrat dominated government. But we at least have some assurance that his compromises would be closer to center than not.

If Bustamente wins and does poorly, we'll have an us versus them mob scene next general election.
If he does well, it's business as usual for a long time because NO one in this state would vote out a Latino unless the reasons were iron solid.
If Arnie does poorly, california will automatically revert farther to the left.
If he does well, we'll have him for a long long time; maybe good, maybe bad.
If McClintock does badly, see above.
If he does well, maybe the electorate will get the message.

I think it used to be called Hobson's Choice....neither alternative is so very attractive. You have to go with the one that seems least worse at the time you make the choice.
Perhaps that is why so many posting on this subject in a GOP dominated forum have such vividly emotional arguments; though, for my part, I can't get real emotional about pragmatic choices unless you count depression.

That gets to the original point. I was ready to pitch in and vote for the not-a-republican-anywhere-but-here guy. All the fire and brimstone reminds me too much of the demo talking heads on TV; always shouting over the other guy's talking points instead of addressing their merit.

So now I'm back on the fence and will remain there until the polls open.

It's clear to me that McClintock cannot win. Based on Arnold's internal polls, he is even with Bustamante with McClintock at 11%, and the remainder undecided. McClintock does not have 18%. That is a liberal polling lie. Without McClintock, Arnold coasts to victory. We'll agree to disagree on this one, norton.

In any case, I appreciate your throughtful comments. You are a terrific FReeper.

The more I read about California the more I wonder why any good, hard-working American stays there at all. Yes, I know it has great scenery and weather, but is it worth the taxes, the oppressive regulations, the general goofiness of that Legislature and Governor? Yes, by all means, if you can, bail!

No. It's just plain not easy to live under this kind of rule. The mental anguish takes a toll as the crazyness is more than I, at least, can cope with. Every day some new idiotic law is being passed, worse than the last one you heard about. It won't be long until this place is a part of Mexico.

We're literally outnumbered! We voted for Prop 187 a few years back, and it passed, but a liberal judge overturned it. Prop 187 would have denied social services to illegal aliens. We don't get to vote on things like drivers' licenses for illegals or college tuition for illegals, the liberal state legislators vote on it, then the stupid Governor signs it. We protest, no one listens. More and more hispanics are getting into government here, and they vote for anything to benefit Mexicans.

It has gotten to be pretty expensive U-Hauling out of this state. Way cheaper to come this direction, but then, they can't get many to do it. I can't imagine why any knowledgeable person would move here.
