California State Assembly passes SB328 Free tuition for illegal aliens

SACRAMENTO (AP) _ A bill that would allow undocumented immigrants to apply for financial aid at California community colleges was approved by the state Assembly Thursday.

The bill, by Sen. Martha Escutia, D-Norwalk, would direct the board of governors to establish a process so students without legal immigration status can apply to have tuition waived.

It would require that the student attended high school in California for at least three years, obtained a diploma or an equivalent degree and, if the student isn't in the state legally, has applied to become a legal resident.

Opponents said the bill followed in the footsteps of the recently approved bill to allow illegal immigrants to get drivers licenses.

``Now we want to give financial aid in community colleges to illegal aliens?'' said Assemblyman Dennis Mountjoy, R-Monrovia. ``Members, what is the matter with you?''

But supporters said the bill would help those students become educated members of the state's work force, helping the economy.

``We can continue to bury our heads in the sand and ignore it, but this helps kids who are in this state, who have graduated from high school, who we hope will go on to college, or learn a trade,'' said Assemblyman Joe Nation, D-San Rafael. ``It's the right thing to do politically, it's the right thing to do socially, and it's the right thing to do economically as well.''

The bill was approved on a 43-27 vote, returning to the Senate for approval of Assembly amendments.

I was sadly but pragmatically planning to vote for Arnie; yes, as an actor he has far greater appeal to the masses and should then be able to out poll a sitting member of the Davis administration.

But all this "selfish Tommy" stuff and the vindictive that seems so ready for dumping on anyone daring to note that Schwarzeneggar isn't even a tad bit conservative is pushing me back to basics.

Maybe if Arnie were willing to debate McClintock I'd go back to the 'reasonable' option but for now you can consider my vote as thrown away.

As to some other comments in this thread:
Free tuition has multiple benefits to the left - its a hand out to the teachers union as well as to the poor downtrodden border busters.

Someone else indicated that they didn't mind "educated, tax paying..." illegals gettng a a bite on college.
Really. really, wrong!
1. They are still illegal, legal residents still have to pay and legal immigrants (like from Oklahoma or Taiwan) DO have to pay. (You are not only rewarding crime but penalizing hones and legitimat citizens twice in order to do it)
2. Anything like this serves to draw others into the country and the state. While it might sound reasonable to comfy Americans, it's a magnet to people who start off with NO access to any kind of schooling.
3. The bill calls for an application for legal residence; see recent discussions about licenses, visas, etc. and recognize that that requirement would be 'lost' as soon as the program got into place. (Watch some bureaucrat determne that a consular matricular & drivers license constitute the first steps in legalization)
4. The state is broke, repeat, broke!
Do they expect the lottery kick-backs to cover this scheme or will the indian casinos kick in to support their cousins?

Why don't we just greet illegals at the border with fanfare, bunting, and a brass band? Tables will be set up with forms...voter registration forms and forms to get welfare, driver's licenses, free medical care, free tuition, and all the other freebies American citizens don't get...

I get the feeling that's exactly what Bustamonte wants to do if he's elected. That MEChA racist is very frightening...

Why on earth should Schwarzenegger debate McClintock with only 3 1/2 weeks to the GENERAL election??? To FURTHER divide the GOP vote and give Bustamate an ever LARGER victory?

This is NOT a primary, for pete's sake. We are united or we get Bustamante. If you want to throw your damned vote away like the Perot people did, then do as you please.

--I am sorry if you think the headline is misleading but as a Kalifornia tax payer I don't see any difference between free and "tuition waived".--

I think the difference between free education and free tuition is that an in-state resident does not pay tuition, only "matriculation". An out of state or illegal that wanted to go to college would pay the out of state rate, which includes the tuition. It's about 2 or 3 times more than the matriculation alone. This is the case in FL, and I assume it's similar in California. Personally, I think illegals should not be allowed to even attend highschool, even less college. To waive the tuition and charge only the matriculation is an insult to the legal residents, IMO.

the flipflopping can be attributed to inexperience in the arena or it is a sign that winning is more important than governing and he is looking for a message instead of leading from conviction.

For someone who's "inexperienced" as a politician, he sure is learning fast! One of the things I first liked about Arnold was that he wasn't a politician and he initially seemed to speak from the heart. That was his "inexperience" showing. But all that quickly faded. Now he flip-flops and parses like the most seasoned pol. Obviously, his handlers were quite busy coaching him those first few weeks when he dropped out of sight!

It's not that he's trying to find a message; he's trying to play both sides of the field. He's "against" illegals, but he supports amnesty and wants to help them become part of California. He's against taxes, but he reserves the right to raise them (with no specific criteria for when or why). He's a "fiscal conservative", but he advocates big social spending programs.

There's really no upside to electing Schwarzenegger. He will further the Democratic agenda while giving the Dems an excuse to blame California's problems on the Republicans.

How could even one illegal be approved for such a thing when children who were born and raised in this country of American or legal residents are turned away for financial aid. This is just outrageous.

Who wants to bet on the other hand though that Sen. Escutia has supported any obstacle to parents being allowed to homeschool and making it as tough as possible for them to get in California colleges, all the while disqualifying them from receiving financial aid because they were homeschooled, forget the fact that they are Americans.

This is nuts. I'm sorry to Cali freepers, but when is enough going to be enough for you folks? You are the ones supporting this FINANCIALLY. Let the state collapse and go back to rebuild and pick up the pieces once it happens. Stop footing this bill! And ps, you aren't going to do that politically right now!
