SACRAMENTO (AP) _ A bill that would allow undocumented immigrants to apply for financial aid at California community colleges was approved by the state Assembly Thursday.
The bill, by Sen. Martha Escutia, D-Norwalk, would direct the board of governors to establish a process so students without legal immigration status can apply to have tuition waived.
It would require that the student attended high school in California for at least three years, obtained a diploma or an equivalent degree and, if the student isn't in the state legally, has applied to become a legal resident.
Opponents said the bill followed in the footsteps of the recently approved bill to allow illegal immigrants to get drivers licenses.
``Now we want to give financial aid in community colleges to illegal aliens?'' said Assemblyman Dennis Mountjoy, R-Monrovia. ``Members, what is the matter with you?''
But supporters said the bill would help those students become educated members of the state's work force, helping the economy.
``We can continue to bury our heads in the sand and ignore it, but this helps kids who are in this state, who have graduated from high school, who we hope will go on to college, or learn a trade,'' said Assemblyman Joe Nation, D-San Rafael. ``It's the right thing to do politically, it's the right thing to do socially, and it's the right thing to do economically as well.''
The bill was approved on a 43-27 vote, returning to the Senate for approval of Assembly amendments.

Yep, the bill started out so innocently in the Senate. It was amended in the Assembly to become the education funding thing. Yes, which is why your claim that Tom McClintock 'voted for it' was suspect.
The bill that he voted for in May doesn't even remotely resemble what SB238 has become since he voted on it. Notice that everything done to it since his vote has been done in the assembly, not the senate.

I just don't get it. If these "illegals" show up to get a driver's licenses, or to submit forms for tuition waivers, etc. isn't that the perfect time to load them on a bus and take them back where ever they came from? Or do I simply not know the meaning of the word "illegal"?

"I, too, live in the Valley. When I first moved here in the '70s, I thought it was Paradise. Paradise has turned into Hell. Traffic gridlock, crime, skyrocketing rents, blight, etc., etc. I am a despised foreigner in my own country. And every week, it seems, there's horrible news...driver's licenses for illegals, free tuition for illegals, the LA police chief telling Californians that if we don't like illegal immigration, we should leave the state, (the illegals get to stay, WE are told to leave!) I never thought I would live to see this day in the United States of America"
THANK YOU MR -PRESIDENT BUSH- FOR DOING NOTHING!

Already did. Crossed the California-Arizona border ~ 8:45 pm PST on June 1st, 2003. Settled in Indiana and I think it was the smartest move I've ever made.
Your children, taxes, futures are screwed in California. Get out of the WEST as fast as you can.

Said he would repeal the driver license law... No, he said he was going to rescind it (which he can't do under California law).
There are two ways to overturn that law other than judicial action. Either the legislature repeals it (which they won't do) or it gets overturned by referendum (which Arnold doesn't support).

It is a WASTE OF TIME to call that miscreant Davis. He listens ONLY to the people who BRIBE him, and you aren't one of them.
I live in Orange County where the illegal population must be at least half a million or more. The driver's license debacle will result in the AUTOMATIC issuance of voter registration forms to these lawbreakers!! It's mandated by Federal Law. If these people don't give a flip about breaking our border laws, does anyone really think they will think twice about voting illegally?
Good bye sweet republic - hello third world chaos!

"Have they all gone mad???"
California has made the conscious decision to become a part of Mexico. It's that simple. The pro-Mexican lobby has done its job well, and it has succeeded in bringing about the conquest of a part of the United States without a shot being fired. Mark my words: Within twenty years California's dominant language will be Spanish; California government will be run primarily by Mexicophiles; the state will be third-world in virtually every respect.

Yes, which is why your claim that Tom McClintock 'voted for it' was suspect. Hey! Don't make me flag you for piling on. I brought the correct information in and pinged the parties a long time ago.

This is all a transparent effort to shore up support for Davis with Hispanics. It wont work. Bustamante continues to gain strength, and is assisted by the chaos in the GOP. If McClintock stays in another 2 weeks before leaving the damage will be too great for Schwarzenegger to overcome by Oct. 7.
If Selfish Tom stays in, we can only pray that the recall vote fails. Gray is far better than Cruz.
What is it that makes Tom think that his lack of leadership in the state senate which is passing these bills will translate into leadership of the state as a whole?
What is disgusting is that the liberals don't even have to dig up any dirt on Tom, just run a list of bills that passed the State Senate and State Assembly while he was there.

"I did live in Cali, and left because of this nonsense."
Me, too, and that was over 20 years ago, and I thought it was bad THEN! But now, it's just freaking INSANE!

William Bratton is a political hack from the Democratic Machine of New York, certainly not an LA police chief. Don't listen to him. LA has become Tammany West.

THANK YOU MR -PRESIDENT BUSH- FOR DOING NOTHING! His failure to protect our borders is just one of a score of reasons by I chucked the Republican Party. The Republicans are part of the problem, not the solution. Republicans are spineless jellyfish when it comes to domestic problems. America needs patriot leaders - where are they? All I see are a bunch of badly-educated lawyers running our country.

The socialists in Calf are see how much further they can flush Calf down the toilet before the recall election.
Davis' new motto must be: "I going down, so I'm taking the state with me."
The next governor of Calf may have to desolve both the Calf House and Senate if he is going to have any chance of fixing that state.
To: janetgreen
PLEASE, everyone either phone or fax Gray Davis' office and tell them that we are outraged. Normally I'd be all for calling up and registering a complaint, but Davis is on his way out with the recall, so, much like clintons last minute pardons and executive orders, he doesnt care and will do nothing even if 99 percent of the California population called him to protest.
