The workload includes extinguishing oil well fires, environmental assessments and cleanups, engineering design and construction, pipeline and refinery maintenance, procurement and importation of fuel, distribution of fuel products in Iraq and technical assistance.

Whoever bids on the work--and should one of them be awarded the contract--there will have to be a project manager.

We built a house for the project manager of Texaco's billion-dollar coal gassification plant in Baton Rouge twenty years ago, and he would be out testing the joints between pyramid blocks with a razor blade.

May the "winners" of this pair of contracts live in interesting times, with overruns, late fees, penalties, and, of course, interest.

Should have left it to the proven pros. Now they'll have to perform to spec, enforced by this guy:
