The Army came under pressure after awarding the deal directly to Halliburton subsidiary Kellogg, Brown and Root (KBR) without offering the work to the market. Apparently the 9 dwarfs missed this little tidbit when they were flaying Bush last night at their version of a Tough Man contest.
Now maybe Lukoil, ElfTotal and all the other wannabes can show the world what they can do in the oil patch.

Let me guess - it probably goes to Carol Mosley Braun's half sisters husbands inept/corrupt business in France. After the full award it goes BK & you(the taxpayer-sucker) pays for it.
