Twisted Plan Flops - Failed Blackmail Plan Involved Forcing a Judge to Pose with Young Girl

Sept. 9— It was a bizarre and twisted plan to abduct and blackmail a judge in Westchester County, New York. Mount Vernon police say a man cooked up an elaborate plot that involved lots of firepower and a 10-year-old child.

Police say that Bassel Conn, a 25-year-old Mount Vernon resident, cooked up a scheme with others to kidnap a superior court judge from Connecticut and photograph the judge in bed with a 10-year-old girl. Then, using the photographs, they would blackmail the judge into releasing two men from prison, one of whom is a convicted murderer.

Cops say Conn had a detailed plan on how to pull it off, he had others willing to help and a closet full of guns to make it all happen. In his home they found a small arsenal of rifles and handguns, a stungun, and a sword.

"Eventually he would be abducted, forced into a … compromising position with this little girl, this act would be videotaped, as well as polaroids and still photos. The judge would then be released, and the demand made that he release two individuals that are presently incarcerated," said Chief Terrence Raynor of the Mount Vernon Police Department.

Bizarre and Flawed Plan

Conn has done time himself, convicted of a manslaughter when he was just 14-years-old. The plot was laid out in a richly detailed letter allegedly written by Bassel to another conspirator, and started out, "To accomplish our mission, this is what we must do …"

"The multi-page letter was certainly detailed … and it went into extreme detail as a matter of fact. And we're sure had they continued with the plot, that they had the means to facilitate the abduction," said Raynor.

It is a story which grew more bizarre with each step the investigators took. Especially considering that while the kidnapping would have probably been easy, the release of the prisoners never stood a chance.

"At the bottom line, what you're trying to achieve is not achievable. And so you wonder about the mind that would even try to do this," said Ernest D. Davis, mayor of Mount Vernon, N.Y.

As it turns out, Conn may well have researched this plan exhaustively, but he forgot one important detail. The judge they were talking about kidnapping, didn't have the authority to release the two prisoners. The system just doesn't work that way. The judge was not named, but he is from Connecticut.

Conn will be arraigned in federal court tomorrow.

As for the 10-year-old girl, police don't know who she was, or where she was going to come from. Or even if the plan had progressed far enough to name the girl.

I picture this guy as being a darker (literally and figuratively) version of Frank Booth, Dennis Hopper's character in Blue Velvet.

When I went to college (U of M) in the 80's, there was this "Frank Booth" style of haircut and dress that you would see here and there. The side burns. The light leather coat with driving gloves.

Frank was the best, as was the Candy Colored Clown.

That being said.....this sounds like auditions are being held for Hillary's next Whitehouse Chief of Security, right there in Westchester County.

And BTW.....Just what is this guy doing for a living? Just the taxes alone in Westchester County run a grand a month for a shack.......

Yes, even in "Mt. Vermin," not one of the wealthier areas of the county.

That was one of my very favorite movies ever......I've met people like Frank and they are no pleasure for sure. Everytime I think of Gary Condit I think of Frank.

I used to work in Valhalla/Pleasantville. $8,000 per year realestate taxes in 1987 on a 2 bedroom sardine bungalo on a 50'X100' city lot.

Very good deli....great hang-out eateries....Great walk-in pubs.......But absolutely nothing worth paying those taxes. I kept a beater car at a private airstrip there, and flew from home in my plane, commuting each day 150 miles each way(only an hour though).

Anyone living there is making their living off other people's taxes or is stealing other peoples money in the Wallstreet/Finance industry.

Did you ever notice Dennis Hopper in "Cool Hand Luke"?

Dennis was too believable as Frank in that movie. It came too natural for him. Dean Stanton seemed to enjoy that makeup a little too much.

I do have to admit I enjoyed Isabella Rosellini in the buff. A bit guilty for the context, but she was none the less hot.

Hopper is a Mad Man.

I went to a Blue Velvet film fest in Ann Arbor once.

Someone in the know said that Hopper didn't want to play the character that intensely and almost walked off the set. Lynch twisted his arm, feelings were hurt.... the result was a master piece!

Depends. Has it been reliably establshed yet whether any of the perps involved were close, personal friends of Scott Ritter or not...? :)

No doubt, plea bargained down from an original charge of murder. He should have been executed back then. When will the stupid bleeding-hearts realize that those who are so sociopathic at such a young age, are incapable of rehabilitation. Besides, why should they get a second chance? What second chances do their victims get?
