Short answer? No. I heard it on Fox right before he started to talk, something around 60 billion for day to day operations and another 20 billion for something else. But who cares? It's just 'paperwork' to the administration now. God only knows how we're going to pay for it...

We're already $598 billion in the hole for this year... Another $87 billion on top of that? Does this man have any concept of money whatsoever?

I too thought Iraq was already included in the hundreds of billions added to the federal budget since GWB took office.
