GOVERNOR DAVIS RESTORES DRIVER'S LICENSES TO CALIFORNIA IMMIGRANTS 09/05/2003
LOS ANGELES
Governor Gray Davis today signed legislation that will allow California's large immigrant population the privilege of driving with a state driver's license. "Right now, let's not kid ourselves: People are driving to work," Gov. Davis said. "They're driving without demonstrating they know the rules of the road. They're driving without insurance. Everyone benefits by having drivers on the road know the rules of the road and presumably be a safer driver." SB 60 by Senator Gil Cedillo (D-Los Angeles) would require that all applicants for a California driver's license or a California identification card provide a social security number or a federal individual tax identification number (ITIN). If an applicant presents an ITIN in lieu of a social security number, the applicant must also present a birth certificate or record of birth issued by their country of origin and one of the following:
- A matricula consular
- A passport issued by a foreign jurisdiction
- A military I.D.
- A driver's license from a foreign jurisdiction
- A military identification card bearing a photo
- Any other document the Department of Motor Vehicles deems appropriate for proving ID.
An estimated two million immigrants drive on California roads at any given time, creating a potentially dangerous public safety problem. "These people are here right now. They're contributing to our economy. They're working right now and no oneâs giving them background checks," Gov. Davis said. "They deserve the right to drive."

Any non-citizen can drive legally in California with valid international drivers licences obtained in their country of origin along with auto insurance that would cover them driving in the US.
This bill is completely unneccesary, unless, of course, you want them to vote.

Well, until they can vote, we need to put this up for a referendum. From an AP article (
http://sfgate.com/cgi-bin/article.cgi?f=/news/archive/2003/09/05/national1837EDT0733.DTL) "A group of conservative Republicans, including Sen. Tom McClintock, planned to launch a ballot initiative to overturn the law, said Jeff Evans, a spokesman for a group called Save Our License."
Basically, if you get enough signatures on a referendum by the end of the year, you can stop the law from taking into effect. This is better than writing a whole new initiative, because then a window is open so licenses are issued. But timing is important, so I hope they get their act together and come up with a petition soon.

This will certainly swell the number of people voting in Oct. Just like the huge increase in the car tax got more recall signatures than Issa's million dollars. In the 1994 election that passed Prop 187 forty percent of the voters came out to vote just to vote for Prop 187. This will be no different. Thirty percent of Americans of Hispanic origin voted for Prop 187. The Dems have made a BIG mistake.
Of all the flag waving at the signing today it's being reported that there was not a single American Flag. That picture will be worth thousands of votes.
It's rumored that U.S. DOJ is looking at Davis and his fund raising violations and such. After he's removed it should be made public -- unless the Dems have worked out a deal with the Bush Administration. Bill O'Reilly reported more than once that the Bush Administration worked out a deal with Congressional Democrats to lay off the Clintons. Same deal for all Dems? (Except for the little people like in the DNC campaign funds scandal.)
