If parents rent, their property taxes are included with the rent. So who doesn't pay property taxes?
If parents rent, the owner surely sets the amount of the rent to include property taxes, but the owner of the property pays the taxes, the renters do not.
People who live in public housing don't pay property taxes either.
People who have property of low value pay low property taxes. Under your system, would there be a minimum amount that would cover tuition? Or would any amount of taxes suffice?

Still working on 'my system'. I have docs all over about starting a charter school.

If schools are privatized, this could be worked out per individual school. Just like Colleges offer scholarships or grants to be applied for. My children go to Catholic school now. Per charitable understanding, our tuition for our children aren't enough. We have to offer full tuition for students that can't afford.

I'm pretty much to a point where charitable empathy is gone. We subsidize their schools, food, housing, et al. So much so, it affects how my own children are being raised. This is the line in the sand for me. I won't lower my standards for my family to help others that just take and don't try.
