I'm in California so I don't. I'm a RN and I have filled out a few reports. Yes, you're right, they have to be worded in such a way to get someone's attention and it is helpful to know someone on the inside.

Perhaps a good place to start would be medical neglect. Although Schiavo hasn't actively done anything to harm her recently, he has refused to do things which are resulting in harm.

I wonder if one of the nurses at the hospital or hospice would be willing to write one.
