APS is the adult version of child protective services. It covers all adults technically but is geared towards the elderly and the disabled. They have the ability to remove legal guardians and caretakers from positions of authority if those individuals are found to be abusive or neglectful. Certainly, a case for that could be made in regards to Michael Schiavo.
