Actually, Redbob -- this assertion by opponents is false.
Crimes committed are still legally described. Prop 54 will also codify for the first time ever in any state's constitution: No racial profiling. However, all law enforcement practical functions remain. If an individual commits a crime -- their identification is entered onto the crime report. And victim identity is also fully described in the crime report. If racialists wish to collect that data -- they are free to. But arbitrary assignment of "stats" in disparity do not neatly dovetail with racialists' agenda. And that bothers them.

They ought to be glad since the more public the "hate crime" is, the more likely it is to be a fake that was staged for the publicity or for the insurance money or to cover a crime.
