open to interpretation. He has 'defined'(not today) that as natural disaster such as a major earthquake or terrorist attack. If he can stick by that, I'd take it.

He has stated it a couple times: A devastating earthquake (devastating--not just any old) or a terrorist attack or a catastrophic event along those lines. Those are the criteria he set to even consider (not necessarily implement) a tax increase.
BTW, he is not ducking debates, he wants to debate the dem. Perhaps he'll end up debating McClintock as well, but there has been no ducking.

Arnold has stated on other talk show circuits that state disasters such as earthquakes, terrorism, floods or fires would likely cause an increase in taxes...fair enough don't ya think?
