There are advantages to a Bustamante victory, yes. Mostly, he will be a governor unable to govern, because his tax hike isn't going anywhere.

The only advantage to an Arnold victory is that Issa might be emboldened to challenge Boxer. That would be the silver lining.

I don't think Arnold's policies will be substantially different from the current administration, except that he will be friendlier with the teachers' unions--he's already promised not to touch education spending, and Davis tried to cut education in his proposed budget.
