All vehicles registered in the state of California are required to be insured at all times. Therefore an uninsured vehicle parked on a public street could be subject to impoundment, this according to the Los Angeles Police Department -- (877) 275-5273

Strike the 'registered'.... replace with 'present'.

C'mon, insurance? Illegals even if able to get licenses wont bother to insure a car.

Sheesh. I'm glad it's not that way in Texas. In Texas you're only required to have insurance on the vehicle if it's actually moving.
