If you look up militant in the dictionary, you will see that it can mean someone who is in the military, as well as someone who acts in a warring fashion, especially for a cause. I know that it sounds like a less than official capacity, but you can't argue too much about this usage.

By calling Palestinian terrorists "militants" and IDF soldiers "militants" equates the two in their actions, which is wrong. The former targets civilians, the latter targets terrorists.
