It makes sense to me. I wouldn't want a potential enemy to supply software to our nation. You want to run Chinese code on our government boxes?

Just a hunch, but I'd hazard to guess that they won't be auditing and pulling any code in the linux kernel or the gnu tools that didn't originate within the middle kingdom any time soon.
