If I had a media outlet, I would air Total Recall and then grant the equal time to any other candidates that chose to use the time to address the issues of artificial memory implants and mining of the colony on Mars, but limit their time to those two subjects.

That would be no obstacle to most politicians. They are schooled at twisting the issues.

"I favor memory implants and here's why. My opponent forgets that he was against x and for y and he forgets your misery. Where as I, who does not need a memory implant to remember the people's stand on the issue will represent you."

"My oponent's experience consists of acting. Portraying mining colonies on Mars does not make him worthy of being governorship. Had he done any data mining, he would realize that the people are for x and against y and he would either change his viewpoints or he would terminate his campaign."
