Oh, did forget to ask you about Cubans--should the Coast Guard be allowed to machine gun them if they're still at sea? And should we knock them off (in one of the methods you suggest) if they manage to reach land?

Cuba is a different problem which I haven't addressed much thought to. My initial response is to say yes they are enemy combatants but they are really more like refugees. Since most cubans have every intenet of returning home when fidel dies they are more like foreign guerillas being trained here.

In short I really can't say at this time.
